Policies on Boundary Changes and Other Regulatory Actions
These policies address the Commission’s preferences and priorities in fulfilling Marin LAFCo’s regulatory duties with a specific focus on prescribing the timing, consideration, and action therein on proposed boundary changes and outside service extensions. This includes agenda-setting core principles in the establishment, expansion, consolidation, and or dissolution of local governmental agencies’ boundaries and service areas. Key provisions therein include proactively orienting urban uses away from open-space and agricultural resources and towards urban centers along the Highway 101 corridor where existing service infrastructure exists while also explicitly discouraging annexations of undeveloped and underdeveloped lands without known development plans. These policies were most recently updated in 2016.
